London borough, rural policy

Biggin Hill is in the London Borough of Bromley, but the landscape is the Green Belt and the downs, not a suburban street in Orpington. Tatsfield and some other TN16 postcodes are in Tandridge, in Surrey. Again, the full postcode decides the council.

If the house is in the Green Belt, start with the original-dwelling test and what has already been added, then look at design. A loft with rooflights and no extra bulk is often treated differently from a dormer. Outbuildings close to the house can count as extensions. The report will say whether the national Green Belt dataset contains the point, and it will not pretend a suburban approval rate applies.

Check with your council. Rules change, and every house is different.
